Responsible for improving capital stewardship by improving capital efficiency (increasing revenues a.o. from demolition, decreasing expenses and reducing the capital employed). Job Responsibilities Responsible for improving Capital Stewardship by: 1) Decision-economic analysis (i.c.w. Corporate Finance&Economics): a) Financial Outcomes (NPV, CFROI, payout etc.) b) Strength/Weakness/Opportunity/Threats (SWOT-) Analysis c) Decision hierarchy, strategy table, influence diagram etc. 2) Cost estimating: a) Assessment of scope definition b) Development/assessment of (D-,C-, B-, A-) project cost estimates c) Definition/assessment of accuracy of project cost estimate d) Definition/evaluation of risks, contingencies e) Development of overall budget for project execution 3) Planning/Scheduling: a) Definition of project schedule, milestones and network planning b) Assignment of duration and resources to activities c) Critical path analysis d) Resource loaded critical path schedule (prior to project funding) e) Comparison actual schedule to target schedule and administration of corrective actions 4) Benchmarking: a) Benchmark current- against equivalent projects b) Setting challenging pacesetter project performance targets 5) Effective Cost Control/Forecasting: a) Track budget b) Report expenditures and commitments against a work break down structure c) Administration of scope change management d) Cash flow management e) Use trending techniques to forecast final project cost 6) Effective Project Progress Control: a) Performance measurement b) Project progress measurement (engineering-, procurement-, contracting-, construction-, scope change- progress versus the plan) c) Progress reporting (current and accurate information of project plan) d) Assessment of project schedules and progress reports developed by engineering contractors and feedback to Senior Project Manager. 7) Interacting with Contracting/Procurement departments: a) Contracting and procurement plans (which acquire goods and services from outside the performing organization) b) Identifying bidders, pre-qualification, bidding, awarding administration and close out. 8) Finance/Audit: a) Administration of accurate cost data b) Asset accounting (capital and expense) c) Support a finance audit. 9) Project Close outs a) Evaluation lessons learned b) Input into benchmark data 10) Tools/work processes: a) Benchmarking b) Development/definition of project key parameters (“metrics”) for project scheduling and cost engineering related to studies, conceptual design and preliminary engineering, basic engineering, up to and including EPC project phases and revamps. c) Development, definition and implementation of project control methods, -tools and work processes 11) Other aspects: a) Contribution to Total Quality Control b) Coaching, training and consultancy of Project Control Engineers c) Contribution to SHE aspects of the project (see ”General SHE aspects”). d) Strengthening of Center of Expertise and global network of PCM’s/PM’s. Strengthening of Center of Expertise and global networking for PMgt. Qualifications&Attributes Educational level: Academic or bachelor degree in a technical science added with education in business administration and/or business management. Certified Cost Engineer (CCE) Specific training course(s) and/or experience: 》10 years of documented experience with project controls (cost and scheduling) of various complexity and capital investment. Knowledge: Basic understanding of chemical (for LS: pharmaceutical) processes. Basic understanding of mechanical, electrical and instrumentation (sub)-systems. Knowledge of construction techniques and practices. Good knowledge and experience with project control techniques, project risk assessment, benchmarking, project control tools, -practices and principles. Good knowledge of financial control, financial reporting and administration systems (e.g. SAP) Good knowledge of Technology Transfer from R to Production work processes Good knowledge of Large Capital Projects work processes, Value Improvement Practices and Manufex- work processes. Good knowledge of Total Quality Management. Excellent understanding of contracting principles and the contracting process. Good social and communicative skills.
