Job title HUMAN RESOURCES MANAGER ASIA Purpose of the job To provide professional human resources support to Asia (initially Greater China and Japan) covering recruitment, staff development, benefits, legal compliance and terminations To work within the requirements of the Company’s Health and Safety, Quality and Environmental management systems. Specific responsibilities Recruitment of staff in the most cost effective manner. Use of tests, assessment centres and other best practices to ensure quality of recruits. Develop and support the “on boarding” process for all new staff Provision of professional HR advice and support to managers and employees to ensure compliance with relevant employment legislation and company procedures. Advice on new legislation and it’s impact on the organisation. Administration of company benefits schemes applicable in Asia. To work with the International HR Director to review and develop benefits policies across Asia to ensure consistency. Negotiations and consultation with trade unions where applicable. Manage payroll processes in China, and overview those for other countries where undertaken by Financial Controllers Manage the annual pay review process, and any interim pay reviews. Undertake market rate studies as required. Ensure all staff receive annual appraisals in line with the company appraisal system. Provide support in arranging development training resulting from these appraisals. Determine collective training needs and propose suitable training programmes as required. Establish and operate an exit interview programme for staff leaving the company. Manage the Grading system for the hourly paid staff, and participate in any grading review meetings. To devise and implement a system of training record retention.To include EMS requirements in recruitment. To support managers in the implementation of safety and environmental procedures and initiatives. Introduce sytems and procedures as appropriate when developed by the company including an assessment of the costs vs benefits to international Maintain an up to date database of employees on the US PIMS database. Ensure operation of the company attendance procedure managing long term absences and holiday entitlements, as well as bank holiday and shut down periods Support to managers and directors on any projects involving HR matters Resource management Financial Observe and analyse ways of saving costs. Keep costs within budgetary restraints. Payroll company and other benefits providers Education and experience Essential Degree level education Computer experience Windows XP, Excel, E-mail - Lotus Notes Qualified in Human Resource Management Five years generalist HR experience. Experience in interviewing Preferred Pan Asian experience Experience within international organisation Safety and Environmental Management experience Competences Essential Excellent communication skills Ability to prepare and run training courses Experience of interviewing and testing Good generalist HR skills including up to date knowledge of employment legislation Characteristics Good organisational skills.
