This includes responsibility for the technical expertise, technical implementation direction and definition and implementation of the divisions’ IT blue print, policy and strategy that supports the divisions" business objectives as well as information, networking and communications systems. SPECIFIC RESPONSIBILITIES: -Identify and define IT resource requirements to support the business objectives for the organization. -Define a comprehensive IT blue print and strategy in IT system and infrastructure that supports the business objective throughout the Shanghai&Tianjin office. -Responsible for implementing the regional IT initiatives for Shanghai&Tianjin offices through the IT teams. -Establish and maintain appropriate IT systems for Shanghai&Tianjin divisional business operational management and process. to monitor the cost effectiveness, efficiency and performance of information, networking and communications systems. -Responsible for the appropriate hiring of and effective supervision of IT personnel in Shanghai&Tianjin . Manage the IT teams throughout Shanghai&Tianjin offices, including duty assignments, resource management and performance. -Plan, execute, monitor and manage Shanghai&Tianjin office IT operations in accordance to the business objectives and relevant processes. -Develop and manage annual IT budget plans, and hardware and software budgets. -Manage IT Projects. -Ensure that Information Technology projects and support are delivered cost-effectively according to schedules and documented operating procedures. -Establish, implement and maintain a process for developing hardware and software requirements, and solutions to related problems, in order to provide cost effective, efficient and functional information, networking and communications systems. -Establish, implement and maintain a process for ensuring that the end users of information, networking and communications systems are trained in the proper use of those systems. -Assist in the development of organizational standards for computer hardware, networking, and software. -Provide liaison with external ATS divisions and operations regarding information, networking and communications systems. -Ensure that all business activities are performed with the highest ethical standards and in compliance with the Code of Business Conduct. -Ensure IT policies, procedures and infrastructures meet internal audit requirements. -Support and coordinate Corporate IT global initiatives. QUALIFICATIONS: Education: Degree in Computer Science or MIS or equivalent, specializing in computers, networking or information systems. Experience and IT knowledge: -Strong IT background with 6-8 years of IT management experience with at least 3 years of IT project management and 3 years in similar capacity. This includes hands-on experience in developing and managing IT systems, and implementation of networks and information systems. -Good grasp of IT issues and problem solving -Experience in System Development Life Cycle and IT vendor management. -Need to be goal-oriented, customer-driven and action-focused, strong project analytical and management skills. A high degree of professionalism and integrity is essential. -Experience in deployment and management of regional network infrastructure, deploying MS Windows Server 2003 and MS Exchange.
