职位类别： 生产/加工/制造 化工 工作地点： 惠州 发布日期： 2008-05-09 工作经验： 10年以上 最低学历： 本科 管理经验： 否 工作性质： 全职 招聘人数： 1人 职位描述/要求： Principal Accountabilities: 1.A Project Engineer is responsible for all aspects of project execution for projects at CSPC; 2.Works with Process Engineers and others to do feasibility assessment/studies and scope development. 3.Cost estimates for economic evaluation/justification/contract award with support from project control engineer 4.Develop project execution plans, schedules, procurement and contracting strategies for assigned projects. 5.Coordinates and oversee design office/design institute in detailed design and engineering work for projects to support procurement and construction schedule 6.Coordinate with CSPC process engineer, discipline engineer, operation representative for conducting PEFS review, HAZOP and PSSR. 7.Coordinate with CSPC FNCP for procurement and contracting for project materials and construction. Raise WO and PR for project material purchase, and construction requisition, release PR and do SE within his authorities, and raise them to higher authority for release, with the support from project SAP clerk. 8.Write construction scope of work, list IFC drawings and engineering documents, list project specifications and CSPC free-issued materials, and compile such as construction tendering package to FNCP for making the official tendering document 9.Coordinate with FNCP and Design Institute to have technical review or evaluation for vender proposal for equipment or material procurement, and assist FNCP for commercial evaluation 10.Coordinate with project construction coordinator and/or discipline engineer for technical evaluation for construction bid, and assist FNCP for commercial bid evaluation 11.Coordinate with FNCP to write TB submission for PO/contract award, and assist head of project engineering/project engineer in the TB meeting for contract/PO recommendation if required 12.Coordinate with construction coordinator and CSPC inspection engineer, and CSPC Technical Warehouse for material receiving, inspection, and issuing to the construction contractor. Coordinate with FNCP for material delivery to ensure project construction schedule. 13.In charge of project construction with support from construction coordinator, act as the CSPC 1st line management to be fully accountable for construction HSE. Monitor construction contractor performance in terms of HSE compliance and construction contract implementation. 14.Accountable for project cost control within approved budget, schedule within MFT/operation expectation, and quality with compliance to project specification/proper technical deviation. Responsible for project scope and fitness for purpose of assigned projects 15.Assist where required, in contacts with the authorities for permit applications 16.Responsible for proper project closeout on assigned projects, and archive of project as-built documents from construction contractor, and ensure electronic documents updating is made by CSPC design office 17.Responsible for following related CSPC procedures. Competencies Required: 1.On- hands construction safety knowledge in a petrochemical live plant, and with construction safety supervision experiences 2.Understanding of project management and understanding construction project at a manufacturing plant. 3.Written and verbal communication skills. 4.Coordination skills. 5.Problem solving and decision-making skills. 6.Competent computer skills. 7.Have ability to use English as the working language. Qualifications: 1.Educational background: -University degree in mechanical or civil/structure engineering 2.Work experience: -Minimum 10 years engineering experience in design and engineering, and construction field. -Knowledge and understanding of design and construction practices at a manufacturing plant. -Familiarity with operations / maintenance practices. 3.Language proficiency: -Able to communicate in English and Mandarin, verbally as well as in writing.
