Systems engineering discipline to be applied at all levels of total system product to include: design, fabrication, test, installation, operation, and maintenance. Ensure the logical and systematic conversion of agency requirements into a defined functional requirements specification for the current planned system and subsequent spiral development. Perform functional analysis, detail trade studies, requirements allocation and interface definition studies to translate mission requirements into hardware, software and network specifications. Requirements: Key Functions: Provide full life-cycle support Understand agency¡¯s expectations, needs and goals, (e.g., service levels). Consult with principles on technical considerations during project life cycle. Collect technical, application, system, and networking requirements. Provide expertise in networking technologies related to LAN/WAN, systems connectivity. Research and anticipation of new ideas, new technologies and new methodologies to facilitate development to meet project objectives. Assist in the development of demonstrations, proof of concepts, and prototyping. Provide input to and assist in the preparation of project plans and provide feedback to PM Function in a matrix environment to create test and infrastructure rollout plans Participate in the procurement, installation and support of software, hardware and networking equipment. Attend technical meetings, workshops, conferences, and in-process reviews as directed by the PM. Attend program reviews/site visits/field tests as requested. Assist in the technical monitoring of active awards: (1) Statement of Work task compliance; (2) milestones are met; and (3) recommendations/feedback to facilitate risk management. Required Knowledge, Skills, and Abilities (KSA¡¯s): BS, Computer Science or Engineering with at least five years experience or 12 years actual relevant experience for non-degreed professional. Experience in a team environment to implement a medium/large scale IT project from concept-design-production to operation/maintenance. Ability to analyze, use structured problem solving and available tools to troubleshoot highly complex systems in a mission critical environment, identify root cause, action plans, impact and resolution options. Working knowledge of network topologies and network protocols Experience with firewalls and networking security solutions, security planning and compliance Working knowledge of system backup and disaster recovery processes Network/Systems monitoring, modeling/simulation and tools (e.g. SNMP, Spectrum, IBM Tivoli, HP Openview, OpNet? ) with protocol analyzers. Strong computer application skills, e.g. MS Project, Word, Excel, Powerpoint. Strong experience and background in Web Based applications, XML and ability to write macro level script as required. Superior oral and written communication, analytical, and problem-solving skills. Excellent interpersonal skills with the ability to influence, client, team members, management and external groups in a positive and productive manner. Desired Knowledge, Skills, and Abilities (KSA¡¯s): Previous experience in operation and maintenance of IT infrastructures for mission critical environments in both the public and private sectors. Familiarity with Service Oriented Architecture (SOA) solutions. Experience in IT infrastructures in heterogeneous environments. Experience with vendor relationship and support.
