The EU-China Energy and Environment Programme is established to provide Technical Assistance to China . The EEP commenced on 24 th May 2003 and will end on 23 rd November 2009. The programme has a total budget of 42 million euros, of which 20 million euros is funded by the European Commission. The specific objectives of the programme are to improve the environment in China ; to promote a more sustainable use of energy; to improve energy efficiency; to promote an increased use of renewable energies; and support the development of the natural gas market. The Programme Management Unit (PMU) covers the technical, administrative and financial as well as human resources aspects related to the Programme co-ordination, implementation and management. The PMU is headed by a Chinese Co-Director and an EU Co-Director. The PMU includes four technical components energy policy development, energy efficiency, renewable energies and natural gas and an administrative support team. The Energy Bureau of the National Development and Reform Commission (NDRC) has the establishment of an “Oil and Gas Law in China ” in its programme. In this respect, the EEP aims to support the Chinese government in the development of the natural gas industry and the corresponding policies, laws and regulations. In order to do this, the EEP is now seeking a natural gas law expert to facilitate the implementation and development of natural gas projects and policies in China . In this respect, the main task of the natural gas law co-ordinator will be to assist the Government directly in the execution of natural gas law background studies and the establishment of a natural gas law framework. The Natural Gas Law Co-ordinator shall work in close collaboration with NDRC and the EEP PMU to effectively design, plan and implement project activities, and shall perform a liaison role with government (mainly NDRC), PMU and stakeholders involved with the project. Qualifications Minimum bachelor degree in relevant disciplin Excellent command of Chinese and English In-depth knowledge of the legal developments in oil and gas in China Working knowledge of oil and gas developments in China Professional experienc e Minimum 10 years experience with legislation in the fields of oil and/or gas Minimum 5 year experience with drafting proposals for legislation Minimum 5 years experience with managing projects and leading teams Experience with contacting and working with relevant Government officials and stakeholder groups in general would be an advantage.
